South Korea does not accept a label set built for the EU or the US. Beyond fibre content, country of origin and care instructions, Korea requires the manufacturing year and month and either a quality warranty standard or a consumer enquiry phone number, plus information from the KC safety confirmation or supplier declaration route. Plenty of Chinese factories ship an EU-style label set to Busan and are told to relabel.

1. Which Rules Govern Clothing Labels in Korea

  • Electrical Appliances and Consumer Products Safety Control Act: apparel counts as a consumer product; the act and its enforcement rules set both the quality labelling items and the safety requirements behind the KC mark
  • Labelling and advertising rules: false or exaggerated claims and origin marking are controlled, and online product pages are covered too
  • KS K 0021 care symbols: recent revisions align with the ISO 3758 system; symbols and Korean wording must match the real care routine

2. The Mandatory Labelling Items

Textile quality labelling normally covers eight items: product name, month and year of manufacture, fibre content, size, manufacturer or importer name and address, country of manufacture, care and handling instructions, and either a quality warranty standard or a consumer enquiry number. For imports the Korean importer carries the labelling duty, so its details must appear on the label.

  • Packaging: material rules under recycling legislation usually require the material to be marked (paper, PE, PP); PVC and over-packaging are restricted

3. The KC Mark: Two Different Routes

KC is not one single certificate but a tiered system by product risk. In apparel, textiles for infants under 36 months usually fall under Safety Confirmation (testing by an accredited lab, KC mark plus a confirmation number), while most adult garments follow Supplier's Declaration of Conformity, where the supplier self-declares on the basis of a test report and applies the KC mark. Classification is set by the current enforcement rules and the lab.

  • Where to mark: the KC mark and confirmation number normally go on the product, the smallest packaging unit or an accompanying document — they cannot all be skipped
  • Safety scope: infant categories typically cover formaldehyde, azo dyes, pH, colour fastness and attachment pull strength, so label specs must fit the test requirements
  • Who does what: the importer confirms and files, but samples, composition reports and label content come from the factory — aligning early avoids one relabelling round

4. Korean Wording and Care Symbols

  • Language: labelling is in Korean as a rule; when paired with English or Chinese characters the Korean must not be smaller — a Chinese/English-only label is a real listing risk
  • Symbol set: use KS K 0021 care symbols (now aligned with ISO 3758) rather than reusing the EU GINETEX set directly
  • Consistency: symbols, Korean wording and the real care routine must agree; a hand-wash symbol with machine-wash advice is a classic return reason

5. The Five Most Common Mistakes

  1. Missing the warranty standard or consumer enquiry number — mandatory in Korea, usually absent from EU/US label sets
  2. Labels with no Korean at all, or Korean set visibly smaller than English
  3. Fibre content filled in from purchasing estimates instead of the test report
  4. Importer field filled with the Chinese factory address, or left blank
  5. Hang tag and care label contradict each other — 100% cotton on the tag, CVC on the label

6. Splitting Information Across Tag, Neck Label and Care Label

Korea asks for a lot of items, and cramming everything onto one neck label makes it unreadable. The usual split is legal items together and brand items apart: the care label carries composition and care, the neck label carries brand and size, the hang tag carries importer details and the enquiry number, with KC information placed where inspectors look first.

  • Care label: composition, care symbols and Korean instructions — woven tape or coated print keeps the text stable through washing
  • Neck label: brand, size and country of manufacture, with Korean type at a compliant size
  • Hang tag: importer name and address, consumer enquiry number, KC confirmation number and online store details — designed, not just listed
💡 Tip: before a Korea-bound order, ask the importer for the labelling template they file with, then map each item onto the tag and care label before layout. Half a day here prevents relabelling a whole batch.
