Russia sets two hard lines for garment labels: the text must be in Russian, and the product needs an EAEU conformity document plus the EAC mark. Fibre content, care symbols, country of origin and the responsible party are all mandatory — and since 2024, garments are being phased into the Chestny ZNAK traceability system, which adds a Data Matrix code on top of the physical label.

This guide works through six parts — the compliance route, mandatory label items, care symbols, digital marking, Cyrillic typesetting and a pre-sampling checklist — for brands and factories shipping into Russia, Belarus, Kazakhstan and the wider EAEU market.

1. Two Hard Lines: Russian-Language Labels and EAC Conformity Documents

The EAEU groups Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan, and its technical regulations apply across all five: one conformity document, one set of label requirements, and goods circulate freely inside the union. In export practice, three things have to be in place at the same time.

  • Language: the label and accompanying documents must be in Russian (or an official language of a member state); English-only labels are not accepted in the Russian-speaking market
  • Conformity document: by product category, a declaration of conformity (декларация) or a certificate (сертификат), with the EAC mark shown on the label
  • Traceability: manufacturer name and address, country of origin, batch or production date; the responsible party must be an entity established inside the EAEU that can carry legal liability
Key point: the EAC conformity document is registered locally by the importer or an authorised representative inside the union. Your job as exporter is to have labels, composition data and test reports (colour fastness, formaldehyde, azo dyes) ready. The earlier the label is frozen, the less likely a customs hold.

2. Adult Garments Use a Declaration, Childrenswear Needs a Certificate

The EAEU splits light-industry products across two technical regulations, and picking the wrong route means rejected documents and goods stuck at the border. Before choosing, confirm who the end user is.

Childrenswear is the most overlooked risk: it must go the certificate route, with extra limits on cord length, small-part attachment strength and chemicals. If your buyer sells kidswear, plan labels and testing together and early — not after the garments are nearly packed.

3. Seven Items the Label Has to State Clearly

4. Care Symbols: GOST ISO 3758 Plus Russian Wording

Care marking in the Russian-speaking market builds on GOST ISO 3758, so the symbol set matches ISO 3758 — but enforcement stresses that consumers must actually understand it. An icon-only label invites readability challenges in market checks, so symbols and a short Russian phrase work best together.

  • Five symbol families: washtub, triangle for bleaching, square for drying, iron, and the circle for professional care (P = dry clean)
  • Put the temperature inside the symbol; do not use English words such as Warm or Cold
  • For critical limits (max temperature, no bleach, no tumble dry, dry flat in shade), add a short Russian line matched to each symbol
  • Consistency: symbols, Russian wording and the tested performance in the report must line up, especially for colour fastness and dimensional stability
Rule of thumb: when the care label is tight on space, keep the symbol set complete and move the essential Russian lines to a second row — and put the strictest limit (no bleach, for example) where it is seen first. A Russian version usually needs 10–20% more label area than the English one.

5. Chestny ZNAK: What the Data Matrix Code Does — and What It Does Not

Since 2024 Russia has been phasing light-industry goods into the Chestny ZNAK mandatory traceability system: each item carries a Data Matrix code that reveals origin, compliance documents and the path of circulation. Footwear came first (from 2020); garments follow category by category. The code is a traceability tool only — it does not replace the Russian label information required by the technical regulations.

  • Who applies: the importer requests and downloads the codes in its Chestny ZNAK account. You cannot apply on its behalf, but you must supply an accurate SKU, colour, size and quantity list
  • Where it goes: on the hang tag, care label or packaging — without covering any mandatory label information
  • How it is applied: either by the importer at a dedicated labelling site after arrival, or in China in advance on the buyer's instruction. The first is flexible, the second saves time — but advance labelling requires the downloaded codes in hand
Key point: the category scope and timetable of Chestny ZNAK are adjusted in phases. Whether a given garment needs a code, and from when, must be checked against the latest Ministry of Industry and Trade announcements and the system's own guidance — not against last season's experience.

6. Cyrillic Typesetting: Where Care Labels Usually Fail

Cyrillic letterforms differ in width from Chinese characters and Latin letters, and Russian words run long, so a narrow care label starts to compress, hyphenate badly and shrink the type. Three problems show up most often at sampling stage.

  • Type too small: on the same 30 mm care label, Russian carries more information and gets squeezed below 4 pt, hurting readability
  • Bad word breaks: long Russian words such as декорирование or стирка must break between syllables; a wrong break disrupts reading and can mislead
  • Symbols mixed with text: when the symbol row and the Russian text share one line, the symbols get squashed — give them their own line

Practical advice: fix the layout around the symbol row plus essential Russian phrases first, then back-calculate the width of the woven or care label. A Russian version generally needs 10–20% more width than the English one, or a coated care label to hold more text.

7. Six-Point Checklist Before Sampling

  • Does the product fall under TR CU 017/2011 (adults) or TR CU 007/2011 (children)
  • Is all label text in Russian, and is the symbol set laid out per GOST ISO 3758
  • Do the fibre percentages match the test report, and is the blend tolerance confirmed in writing by the buyer
  • Has the buyer provided the responsible party details (name, address, contact) in writing, and have you checked them character by character
  • Does this category need a Chestny ZNAK code, and is the application method and position fixed
  • Is the EAC mark correctly proportioned and placed, clear of folds, stitching or the code label
